Depending on the browser you're using, it might have been turn off by default. If it doesn't work after turning it on, please check if it's listed in Apps and Features and uninstall it from there.

Picture editing online, and some other websites requires Flash Player. If you don't use this, you don't need to install Java. Look at the taskbar. If the taskbar contains program icons for a browser or for a game that uses Flash, right-click each icon and choose Close.
